Fast evaluation implies participatory or rapid rural appraisal. From a scientific point this might be a bit of an “unclean” method, but it is globally recognized as the fastest method of data collection for developing products. Fast evaluation principles are the most effective method when there is scarcity of time and financial resources. However, it should be noted that even during full-scale evaluation research, participatory or rapid rural appraisal can provide programs/project/policies with additional value by studying the attitudes and expectations of the target segment.
Fast evaluation ensures the optimum involvement of the target segment into the program/project/policies, and increases the probability that program missions will be shared. This, in a long-term perspective, will secure the stability of program results.
