Safer Elevators for Georgia – Bridging Quality Infrastructure and Public Engagement

This project is implemented under the “QUIS – Better Goods and Services” programme (“Enhancing Company’s Competitiveness through Quality Infrastructure”) in Georgia, jointly implemented by GIZ and Czech Development Cooperation (CzDA). The assignment contributes to the improvement of the elevator safety management system in Georgia by supporting the alignment of the regulatory framework with EU harmonized standards, strengthening stakeholder engagement, informing evidence-based policy initiatives, and raising public awareness of elevator safety risks and preventive measures.

ACT Global delivers the assignment in three phases. In the first phase, ACT Global analyses the national Quality Infrastructure (QI) and regulatory framework for the elevator field and maps the key stakeholders — consumers, property managers, installers, maintenance firms, inspection bodies, public authorities and relevant associations. In the second phase, the team assesses awareness levels through a consumer survey and stakeholder interviews, identifies gaps in the enforcement of technical regulations, and — in close coordination with the QUIS communication expert and the communication agency contracted by GIZ — drafts the textual content for awareness materials (quick guide, one-pager, poster, sticker and explainer video). In the third phase, ACT Global prepares a policy brief with an implementation roadmap, organises and facilitates a public–private dialogue (PPD)-style stakeholder event to validate findings and gather feedback, and provides advisory input on recommended future developments in the field.
