Analytical Report on Energy Efficient Public Procurement in Georgia

The objective of the assignment is to produce a comprehensive analytical report on energy-efficient public procurement (EEPP) in Georgia, based on a thorough identification and analysis of current practices (for 2023–2024) and to develop actionable recommendations for enhancing energy efficiency in public procurement. The project is comprised of the following key tasks: 

(a) mapping and analysis of current practices: identify the key Georgian public institutions that have been incorporating energy efficiency criteria in their procurement, particularly for the goods and services covered by the EEPP decree (coming into force in 2027); 

(b) trend and gap analysis: examine broader trends and patterns in public procurement processes with respect to EEPP– highlighting successful cases (best practices) and pinpointing challenges or barriers that contracting authorities face when trying to implement energy efficiency criteria; 

(c) development of recommendations: based on the findings, formulate a set of practical, comprehensive recommendations aimed at improving and scaling up energy-efficient procurement; 

(d) stakeholder workshop and validation: facilitate knowledge exchange among Georgian procurement practitioners and gather feedback that will inform final recommendations and future policy development.
