Project Description

The assignment supports the Government of Tajikistan and the national electricity distribution company Shabakahoi Taqsimoti Barq (STB), in cooperation with the Institute of Energy of Tajikistan under the Ministry of Energy and Water Resources, in advancing economic inclusion in the energy sector. The project focuses on improving access for young people and women to market-relevant skills and employment opportunities, while addressing skills gaps, gender disparities and the mismatch between vocational education and labour market needs.

ACT Global is providing technical assistance across the full project cycle, including a workforce needs assessment of STB, an institutional capacity assessment of the Institute of Energy of Tajikistan, and the identification of accreditation and curriculum modernisation requirements. The assignment also includes the design of modular, competency-based training content combining technical and soft skills and aligned with STB's operational needs and national accreditation standards.

ACT Global is also supporting structured cooperation between STB, the Institute of Energy, the Ministry of Energy and Water Resources and other national stakeholders, alongside the development of a sustainability and accreditation framework for the dual-learning programme. The project further supports initial programme roll-out, communication and outreach to increase the participation of women and other underrepresented groups in technical energy professions, and monitoring and evaluation arrangements to track implementation and support continuous improvement.
