ACT Global is supporting UNDP in strengthening institutional coordination for climate change adaptation in North Macedonia. The assignment forms part of the Green Climate Fund-financed project, “Improving Resilience in the Republic of North Macedonia by Integrating Adaptation into Planning Processes”, which supports the integration of adaptation into national, sectoral and municipal planning.
Our work focuses on establishing practical arrangements for coordination between ministries and national and local authorities on climate change adaptation, with particular attention to transport infrastructure, agriculture, water resources, forestry and cultural heritage. Through document review, institutional interviews and international benchmarking, ACT Global is assessing existing and previous inter-agency, cross-sectoral and donor coordination mechanisms to identify gaps and recommend arrangements suited to the country’s adaptation planning needs.
The findings will inform a Standard Operating Procedure defining institutional responsibilities, decision-making processes, information sharing, meetings, reporting and stakeholder participation. In parallel, ACT Global is developing a publicly accessible online portal to document ongoing and planned adaptation initiatives and projects at national and local levels, supporting information exchange and greater visibility of adaptation efforts.
The assessment, procedure and portal will be validated through a multi-stakeholder workshop, with feedback incorporated into the final outputs. Gender equality and social inclusion are considered throughout the assignment. Together, these outputs aim to provide institutions with clearer responsibilities and practical tools for coordinating adaptation planning and implementation, supporting North Macedonia’s National Adaptation Plan process.
