The Knowledge, Attitudes, and Practices (KAP) Survey on Social Protection Programs & Services was implemented with the project “Strengthening Social Protection in Georgia” financed by the European Union and implemented through Expertise France and the Czech Development Agency. The survey analyzed the knowledge and attitude of the general public towards existing social protection programs and their beneficiaries; and the practice of current and/or former beneficiaries concerning the social protection services and programs. Based on the survey findings, the recommendations have been elaborated to increase awareness, availability, and application of existing social protection schemes and programs in the relevant target groups, increase transparency, and staff capacity, and improve management of particular social protection programs analyzed within the frames of survey.
The primary need for conducting the KAP survey lies in its ability to provide nationally representative data that is crucial for addressing existing gaps in social protection issues. By understanding what people know, how they feel, and how they behave concerning social protection programs and services, the survey was designed to provide valuable insights that can directly inform the design and implementation of more effective policies and interventions. These insights will be used to strengthen social protection systems, improve program planning, enhance advocacy efforts, and guide social mobilization activities.
This data will be able to further inform key decisions and strategies for improving the country’s social protection system and framework, developing and/or further improving targeted social programs and policies that are necessary for addressing the gaps in the national social protection system.
Moreover, the quantitative data generated by the KAP survey will serve as baseline indicators for the project and is essential for understanding the scale and scope of social protection issues, allowing for evidence-based decision-making and policy reform. In turn, this data can help ensure that social protection programs are better tailored to the needs of the population, ultimately contributing to the protection and well-being of vulnerable groups. Therefore, the KAP survey is a vital tool in advancing the social protection agenda in Georgia and ensuring that future programs are more responsive and effective.
To reach the project goal and objectives, ACT applied qualitative (FGD) and quantitative survey (face-to-face interviews) techniques. A total of 15 FGDs were carried out with various social protection program beneficiaries and 2344 face-to-face interviews were carried out throughout Georgia (1912 randomly selected households, while 432 purposefully selected beneficiary households).
The survey results were applied as the baseline indicators for the EU-funded project – “Strengthening Social Protection in Georgia”. The study also elaborated evidence-based recommendations providing additional insights and value to future project activities.
