Evaluation of the Public Administration Reform in Georgia

This project aimed to evaluate the progress and status of Public Administration Reform (PAR) in Georgia, focusing on policy development, civil service and human resource management, and service delivery. Conducted in three phases - baseline, mid-term, and final - the study provided comprehensive insights into the effectiveness of the PAR process and informed future reforms to align with Georgia’s national development agenda and European integration goals. 

Key activities included mapping stakeholders, assessing civil servant attitudes, and analyzing public opinion on civil service. By employing both quantitative and qualitative research methodologies, the project highlighted strengths, challenges, and areas for improvement in Georgia's public administration system.
