ACT, a globally operating consulting company, is seeking a skilled and results-driven Fundraiser to focus on securing funding for development projects and initiatives through opportunities announced by donor organizations and government sectors. In addition to identifying funding opportunities, this role will primarily involve leading the preparation of Expressions of Interest (EOIs), Requests for Proposals (RFPs), technical and financial proposals for development projects and initiatives along with building a strong network of vendors and experts in target countries. The successful candidate will play a crucial role in developing high-quality proposals and establishing partnerships that align with the company’s strategic objectives and drive organizational goals.
This position reports to Bids and Proposals Team Lead at ACT Global.
Key Responsibilities:
- Opportunity Identification:
- Monitor and identify funding opportunities from donor agencies (e.g., World Bank, European Union, USAID) and government procurement platforms.
- Build and maintain a robust pipeline of development project opportunities aligned with the company’s capabilities and strategic objectives.
- Vendor and Expert Network Development:
- Identify, evaluate, and select vendors and subcontractors in target countries of operation to support project execution.
- Build and maintain a network of local vendors, consultants, and technical experts relevant to the company’s project needs.
- Collaborate with selected vendors and subcontractors to ensure quality delivery and compliance with donor and government requirements.
- Proposal Development and Submission:
- Lead the preparation of Expressions of Interest (EOIs), Requests for Proposals (RFPs), and technical and financial proposals for development projects and initiatives.
- Collaborate with technical teams, subject matter experts, and partners to design compelling, technically sound, and compliant proposals.
- Ensure timely submission of all bids while adhering to donor-specific and government-mandated guidelines.
- Stakeholder Engagement and Partnerships:
- Build and maintain relationships with key stakeholders, including donor organizations, government agencies, project partners, and subcontractors.
- Actively participate in pre-bid meetings, networking events, and forums to stay updated on funding opportunities and industry trends.
- Negotiate roles, responsibilities, and budgets in collaborative bids, ensuring mutually beneficial agreements with consortium partners.
- Market Intelligence and Strategy:
- Conduct market research to understand donor priorities, funding trends, and sectoral focus areas.
- Provide strategic input to strengthen the company’s positioning for future tenders and funding opportunities.
- Documentation and Reporting:
- Maintain detailed records of all submitted bids, tender documents, communications with donors and stakeholders, and vendor agreements.
- Provide regular updates to the management team on pipeline progress, bid outcomes, and vendor selection processes.
Qualifications:
- Bachelor’s degree in international development, business administration, public policy, or a related field; a master’s degree is preferred.
- Proven experience in fundraising, business development, or bid management, with a focus on donor-funded and government-initiated projects.
- Experience in vendor and subcontractor selection and building networks with local partners in diverse operational contexts.
- Deep understanding of donor and government procurement processes, particularly within the development sector.
- Strong project management and organizational skills with an ability to manage multiple deadlines.
- Exceptional written and verbal communication skills, with the ability to create persuasive proposals tailored to donor requirements.
- Proficiency in English: advanced (C1)
- Proficiency in MS Office Suite; experience with CRM or proposal management software is a plus.
